Recently, SIPO issued China's report on patent power scorecard in 2016 (hereinafter referred to as the 'Report') which has been consecutively published for 6 years, In 2016, the overall power scorecard of China's patents steadily improved and Guangdong, Beijing, Jiangsu, Zhejiang, Shandong, Shanghai, Hunan, Chongqing, Anhui, Sichuan were the top ten provinces.
The quality of patents from different regions has been evaluated for the first time. This year, the Report added a topic called "regional patent quality power scorccard" for the first time, aiming to show the overall situation of the patent quality through the scientific indicators. It turned out the overall patent quality of Beijing, Guangdong, Shanghai, Jiangsu, Zhejiang, Shandong, Sichuan and other provinces and cities were generally good in terms of their good matching of patents with technological innovation and industrial development, and thus enhanced the quality of regional innovation and development.
In China's patent power scorecard, Guangdong, Beijing, Jiangsu were the top three in the eastern region and Hunan, Anhui, Hubei ranked the top three in central and northeastern China, Chongqing, Sichuan, Shannxi ranked the top three in the west. Among those IP power provinces which carried out good pilot projects from pilot to scale, Guangdong, Jiangsu, Shanghai, Sichuan demonstrated a modeling role and leading performance in every field as IP power province. Among those supportive pilot IP power provinces, Shandong, Hunan rose in the national ranking and Shaanxi, Chongqing, Fujian, Henan stood out in the patent creation, utilization and administration. Guangxi, Gansu, Jiangxi etc characteristic pilot IP provinces made a significant progress in the field of patent protection and administration.
Guided by the goal of the national economy and social development-oriented report monitored patent which could facilitate social economy including power patent creation, utilization, protection, managment, service, and together with 30 secondary indicators to evaluated the overall patent power scorecard of 31 provinces, municipalities.
